Joel is currently a federal government employee, and leads technical programs related to data collection, exploitation, and research on emerging technologies. He has worked in the National Security and intelligence Communities for 15+ years, including as Director of Intelligence for the Office of the National Cyber Director, in DoD and the IC, and as a Counselor on the Privacy and Civil Liberties Oversight Board. In these roles, he led efforts related to FISA as well as other government authorities, and conducted oversight of collection programs. Joel also teaches Cyber Threat Intelligence at Georgetown University.
